This cartoon is trying to show how so many people merge incorrectly. One car is trying to merge left. The car merges too early, it merges right into another car which endangers the lives of others and slows down traffic.
People always merge too early and too abruptly. The purpose of a merge is to make use of the whole merging lane: to use it to speed up and look for a clearing to get in. Maybe after viewing this cartoon, some people will be more aware when they are merging and make an effort to merge properly.
