This is just another example of how people do not drive properly. There is a car who wants to turn left. The light is green and the car is behind the white line and doesn't inch forward. When the light turns yellow and red, the car has definetely failed to turn left.
The purpose of this cartoon is to show how so many people either do not know how to drive properly or do not make an effort to drive properly. When turning left, the proper procedure is to inch straight forward. If there is oncoming traffic, when the light turns yellow, the person turning left can then proceed left when the oncoming traffic stops.
The person in this cartoon definitely does not display proper driving skills.
